Why an organization should have internal HSE Audits?
Before seeing the purpose of the HSE Internal audits, we shall remember the following;
What is the goal of HSE department in an organization?
Every organization with more that 5 employees should have a HSE department in place and the role of that department is nothing but to make sure zero harm ( ie : no single incident which is resulting in harm to the personnel or any property of the organization ).
As the goal of HSE department is zero harm, the members of the whole HSE department should make sure that there is an official proper system established within the organization, starting from the HSE policy of the company to the live Emergency drills on the field. to make the above things happen perfectly in an organization, a periodic review is compulsory to be in place from the HSE department of the organization.
To make this complete implementation properly, there should be a system called HSE Procedures in written form, which covers all HSE related Systems present and being followed by the organization effectively.
1. The HSE department manager should initiate the HSE Audits system in the organization by nominating a dedicated HSE co ordinator from the HSE Department ( he / she can be a Safety Engineer / Safety Officer of the department ) who is trained properly and certified as a competence HSE Internal auditor. The HSE manager should communicate with the Top management of the organization about the initiation of the HSE audit system and about the nominated HSE coordinator.
2. The HSE co ordinator should make arrangements and proper communications with all the Managerical and Engineer level employees about the implementation of the HSE Internal audits system with proper documentations.
3. Then the co ordinator should make arrangements for the kick off meeting as the first step of the HSE audit system implementation. The participants of the HSE audits system implementation, the Top most management members must participate ( ex - CEO / COO / Directors of the organization ).
4. The commitment to start and complete the HSE Internal audit system implementation from the Top most management of the organization must be recorded at this kick off meeting. The minutes of meeting of this kick meeting should be communicated to all the employees of the organization upto the technician / labour level employees .
5. Based on the kick of meeting of HSE internal audit system implementation, the HSE co ordinator for the implementation of the HSE internal audit system, shall communicate with all the department managers to nominate a HSE co ordinator for the HSE Internal Audit system and to revert back with the name list of all the HSE co ordinators of the departments with contact numbers.
6. After receiving the list of co ordinators name for the HSE internal audit system, call all those co ordinators from the departments to come for a meeting and conduct the meeting. In that meeting, the HSE co ordinator has to explain everything about the HSE Audits, like, how it works, the reason for HSE internal audits to be present in their organization and the role of those co ordinators in the implementation of the system.
7. Then, arrange for giving the complete training for all those department HSE co ordinators about HSE Internal audit system with a valid certificate for them on participating. Make the documents for proving that all those co ordinators are trained on HSE training and submit the documents to the Quality department for documentation and the HSE co ordinator from the HSE department should have a copy of these documents.
8. After providing the training for all those HSE co ordinators from other departments, make them to pass the knowledge they got from that training to all of their sub ordinators upto the labour / technician levels.
9. At the time of getting all the documents for the HSE Internal Audit training to all the level employees of the organization, complete HSE - Internal Audits procedure should be prepared by the Co ordinator from the HSE department to get approval from the HSE manager and the Top most management of the organization on the procedure.
10. Distribute the approved HSE Internal Audit procedure to all the Department manager level employees and make documents for the distribution of the procedure.
11. The HSE co ordinator for HSE Internal Audit should make another Internal Training for explaining about the HSE Procedure made by himself / herself to all the employees from the Manager to the Supervisor level of the Organization.
12. After that, the HSE Co ordinator from the HSE department of the organization should make a HSE Audit Schedule for the whole year and distribute each and every Department to follow. As per that Yearly schedule, the HSE Internal audit co ordinators from the each and every department should visit the other departments and make complete Audit from the HSE point of view and make the HSE Audit report and the report should be distributed to all the HSE Committee members ( HSE Committee will have Top management and all Managerial level employees and have monthly HSE meetings to discuss about HSE related issues of the organization).
13. Then the HSE co ordinator from the HSE Department will make sure whether the HSE - Internal Audit system has been completely implemented and regularly conducted by all department or not?
